Better Access Initiative
As of 1 November 2025, the Better Access Initiative underwent major reforms to improve mental health care access, continuity of care and equity across Australia.
The Australian Government is redesigning the Better Access initiative to strengthen the relationship between patients and their regular healthcare providers, streamline Medicare processes and better target mental health support. These changes are based on recommendations from the Better Access evaluation.
Key Changes to Better Access
- Mental Health Treatment Plans (MHTPs) and referrals must now be prepared and reviewed by a patient’s MyMedicare-registered practice or their usual medical practitioner. This ensures care is coordinated by providers who know the patient best.
- MHTP review items and mental health consultation items under the Medicare Benefits Schedule (MBS) will be removed. Instead, GPs and Prescribed Medical Practitioners will use flexible time-tiered professional attendance items for reviews and ongoing support.
- Continuity of care will be enhanced by linking treatment plans, reviews and referrals to the patient’s regular care team. This aims to reduce fragmentation and improve outcomes.
- Guidance and promotional materials will be developed to help patients and providers navigate the new system. These will encourage appropriate referrals for moderate-to-higher support needs and promote alternative interventions when suitable.
- Equity of access is a central goal, with reforms designed to ensure that mental health services are more distributed and better aligned with patient needs
